The Council of Ministers approves a draft draft law to regulate the issuance of the legal fatwa – the seventh day

The Council of Ministers approved a draft law on regulating the issuance of the legal fatwa; Submitted by the Ministry of Awqaf.

The provisions of the draft law regarding the regulation of the issuance of the legal fatwa, which specializes in the tasks of legal advisory, without prejudice to religious guidance and jurisprudence in the field of research and scientific and legal studies.

The draft law stipulated that it specializes in the general legal fatwa – which relates to expressing the legal ruling in a general matter that allocates society – each of the Council of Senior Scholars in Al -Azhar Al -Sharif and the Egyptian Ifta House, while it is concerned with the private legal fatwa – which is linked to the introduction of the legal ruling in a special matter for individuals – each of the Council of Senior Scholars in Al -Azhar Al -Sharif, the Islamic Research Academy, or the Egyptian Fatwa House, At the Ministry of Endowments, where Article 4 of the draft law stipulates that it is established by a decision of the Minister of Endowments, one or more committee within the ministry for the private legal fatwa, as the article specified the conditions for choosing those who take advantage of those in those committees and the controls of their work, and also stipulated that it is likely in the event that the legal fatwas conflict; The opinion of the Council of Senior Scholars in Al -Azhar.

The draft law also stipulated that the imams and preachers of Al -Azhar and the bodies that are included and those who specialize in the Ministry of Awqaf and other declared them legally have to perform religious guidance tasks in a way that shows Muslims the matters of their religion, without this being exposed to the legal fatwa, taking into account the provisions of Law No. 51 of 2014 by regulating the practice of rhetoric and religious lessons in mosques and the like.

The draft law also obligated the commitment of institutions, press and media outlets, websites, social media account accounts and contents, when publishing or broadcasting legal fatwas, to be issued by specialists in accordance with the provisions of this law, as well as when organizing programs for legal fatwa or hosting persons for legal advisors; To be a specialist in accordance with the provisions of this law.

The draft law stipulates the penalties prescribed to everyone who violates its provisions, with regard to determining those specializing in the legal fatwa, or media obligations in this regard.
