1. The Council of Ministers approved a draft law on regulating the issuance of the legal fatwa; Submitted by the Ministry of Awqaf.

The provisions of the draft law regarding the regulation of the issuance of the legal fatwa, which specializes in the tasks of legal advisory, without prejudice to religious guidance and jurisprudence in the field of research and scientific and legal studies.

The draft law stipulated that it specializes in the general legal fatwa – which relates to expressing the legal ruling in a general matter that allocates society – each of the Council of Senior Scholars in Al -Azhar Al -Sharif and the Egyptian Ifta House, while it is concerned with the private legal fatwa – which is linked to the introduction of the legal ruling in a special matter for individuals – each of the Council of Senior Scholars in Al -Azhar Al -Sharif, the Islamic Research Academy, or the Egyptian Fatwa House, At the Ministry of Endowments, where Article 4 of the draft law stipulates that it is established by a decision of the Minister of Endowments, one or more committee within the ministry for the private legal fatwa, as the article specified the conditions for choosing those who take advantage of those in those committees and the controls of their work, and also stipulated that it is likely in the event that the legal fatwas conflict; The opinion of the Council of Senior Scholars in Al -Azhar.

The draft law also stipulated that the imams and preachers of Al -Azhar and the bodies that are included and those who specialize in the Ministry of Awqaf and other declared them legally have to perform religious guidance tasks in a way that shows Muslims the matters of their religion, without this being exposed to the legal fatwa, taking into account the provisions of Law No. 51 of 2014 by regulating the practice of rhetoric and religious lessons in mosques and the like.

The draft law also obligated the commitment of institutions, press and media outlets, websites, social media account accounts and contents, when publishing or broadcasting legal fatwas, to be issued by specialists in accordance with the provisions of this law, as well as when organizing programs for legal fatwa or hosting persons for legal advisors; To be a specialist in accordance with the provisions of this law.

The draft law stipulates the penalties prescribed to everyone who violates its provisions, with regard to determining those specializing in the legal fatwa, or media obligations in this regard.

2. The Council of Ministers approved the draft decision of the President of the Republic to pardon the rest of the sentence for some of those convicted on the occasion of the celebration of both Eid Al -Fitr, corresponding to the first of Shawwal for the year 1446 AH, and the Liberation Day of Sinai, corresponding to the twenty -fifth of April 2025 AD.

3. Approval of the draft Prime Minister’s decision to organize the Ministry of Industry, which includes defining its competencies and its affiliated parties, and authorizing the Minister of Industry to issue a decision of the Ministry’s organizational structure and job schedules in it, after taking the opinion of the Central Agency for Organization and Administration.

The draft resolution stipulates that the Ministry of Industry works to update and develop the Egyptian industry and increase its competitiveness, and to take place in this way that includes the development of national industrial policies and strategies, by defining the goals and industrial priorities of the state, preparing plans and programs to develop and develop the industrial sector, while enhancing industrial infrastructure through the development and management of areas and industrial cities and the construction of the necessary infrastructure, and the provision of incentives and facilities For industrial projects, in addition to supporting and developing national industries and encouraging the private sector, stimulating research, development and innovation in the industrial fields, as well as enhancing the competitiveness of national industries in a way that increases industrial exports and reduces imports from manufactured materials, as well as organizing and managing the industrial sector through developing organizational regulations for the industrial sector, simplifying the procedures for issuing licenses and permits necessary for industrial activities and preparing and updating bases Industrial facilities data.

This is in addition to monitoring compliance with standards and national technical and environmental specifications for industrial projects to ensure the quality of Egyptian industrial products and increases their competitiveness, while encouraging the adoption of national patents related to industrial products, as well as setting plans and standards for qualifying technical workers in coordination with the relevant ministries and the private sector to serve the requirements of the Egyptian industry and increase employment opportunities, in addition to help in preparing feasibility studies Economic for industrial projects, supporting and encouraging medium, small and micro industrial projects, as well as following up the indicators of the performance of the industrial sector at the state level in national and international reports, issuing periodic bulletins and providing data on industrial activity in various fields; This is in cooperation and coordination with the Federation of Egyptian Industries, in addition to proposing the required interventions, whether legislative, organizational or financing, in order to encourage the investment climate in the industrial sector.

The specializations also included coordination with the specialized national bodies such as ministries and the private sector in order to enhance international cooperation in the field of manufacturing and deepen the local component and industrial resettlement, as well as preparing studies on industrial investment opportunities available in investment, whether for the private sector and foreign investors and issuing the necessary periodic bulletins and coordination with the relevant authorities to make them available on the map of industrial investment, while preparing studies on relative and competitive advantages for each industrial product And the benefit of linking it to other complementary industries, in addition to enhancing and encouraging adherence to safe environmental practices in the industrial sector with the aim of protecting the environment from the risks of pollution resulting from various industrial activities, by supporting the application of environmental standards to industrial facilities, and encouraging the use of environmentally friendly technologies and safe treatment of industrial waste, spreading environmental awareness among workers in the industrial sector, as well as enhancing the structural transformation towards an industrial economy Dynamic and competitiveness capable of competing globally, while working to establish and construct smart industrial areas and complexes, in partnership with the private sector, as well as strengthening mutual recognition in the field of accreditation with counterpart institutions abroad and working to hold cooperation protocols in this regard.

The draft resolution also stipulated that the Minister of Industry follow several bodies, namely: the executive body of the General Authority for the Implementation of Industrial and Minute projects, the General Authority for Industrial Development, the Industrial Control Authority, the production sufficiency and vocational training department, the National Accreditation Council, the Industry Update Center, the Egyptian General Standards and Quality Authority, the National Quality Institute, the General Authority for Emiri Press Affairs, the Tabin Institute for Studies Metal.

4. Approval of the Prime Minister’s draft decision amending some provisions of the executive regulations of Law No. 49 of 1972 regarding the regulation of universities, issued by the Presidential Resolution No. 809 of 1975, establishing the Faculty of Nursing at the New Valley University, in a way that meets the needs of the people of the province, and supports the university with the various scientific disciplines required, and contributes to reducing alienation.

5. Approval of the Prime Minister’s draft resolution amending some provisions of the executive regulations of the fifth chapter of the law of reorganizing Al -Azhar and the bodies it includes, issued by Law No. 103 of 1961 added by Law No. 156 of 2007 and its amendments issued by the decision of Sheikh Al -Azhar’s Sheikh 250 of 2013.

This amendment comes with the aim of unifying the procedures between Al -Azhar and the Ministry of Education and Technical Education regarding the submission of all contracting procedures for the functions of the Education Authority; For the Central Agency for Organization and Administration, as a neutral body that possesses the capabilities and capabilities to conduct competitions and implement the standards of supports and selection, in an effort to take measures to occupy these jobs in light of this decision to fill the deficit of specializations and jobs from teachers subject to the Education Authority Law No. 156 of 2007 in Al -Azhar Al -Sharif.

6. The Council of Ministers agreed to convert the adjacent lands of the petroleum areas of the oil companies, located in Ras Shukair, in the Gulf of Suez, to a clean green industrial zone for the petrochemical and green hydrogen manufacture Export and investment.

It was also approved in principle to complete the progress of the Ministry of Transport in the contracting procedures for the project of green hydrogen production and its derivatives and the green ammonia, in the vicinity of Ras Shukair, within the green industrial logistical area with Ras Shukair, between each of the General Authority of the Red Sea Ports, and the New and Renewable Energy Development and Use of Energy, and an alliance of several international companies.

7. The Council of Ministers approved the request submitted by some bodies to contract in accordance with the provisions of Article (78) of the Law on Regulating Contracts concluded by the public bodies, issued by Law No. (182) of 2018.
