Guterres: A whole month has passed and did not enter a single drop of aid – the seventh day

The Secretary -General of the United Nations, Antonio Guterres, confirmed that he had passed more than a whole month and did not enter a single drop of aid, no food, no fuel, no medicine, and no commercial supplies.

Gutirish said in a press statement to him on Tuesday in New York about the situation in Gaza, that with the closure of the assistance door, the doors of the calamities were reopened, saying: “Gaza today is a killing arena – and the civilians are in an endless cycle of death.”

Guterres added that the ceasefire was effective, so the ceasefire allowed the release of the hostages, and as part of the distribution of life -saving aid, and it has proven that the humanitarian community is able to fulfill its obligations.

The Secretary -General said that over weeks – the sounds of rifles were silent, the barriers were raised, and the looting was completed – and we were able to deliver the supplies of life to almost every part of the Gaza Strip, then as soon as the ceasefire collapsed until all of this ended, and the hope was for Palestinian families in Gaza and the hostages of hostages in Israel.

Guterres added that, in light of the closure of the crossing points to Gaza and the prevention of the passage of aid, the disaster resolved the security place and we no longer have the ability to deliver aid.

Guterres warned that Israel, as the occupying power authority, has unambiguous obligations under international law – including international humanitarian law and international human rights law. As paragraph 1 of Article 55 of the Fourth Geneva Convention states that “it is the duty of the occupying state to ensure that the population obtains food supplies and medical supplies.”

Paragraph 1 of Article 56 of the Fourth Geneva Convention states that “it is the duty of the occupying power to operate […] On the maintenance of medical facilities, services and hospitals, as well as public health and health conditions in the occupied lands.

It also states that medical services in all their groups are allowed to perform their duties. Paragraph 1 of Article 59 of the Fourth Geneva Convention states that “if all the inhabitants of the occupied lands or some of them lack sufficient supplies, the occupying state must allow relief operations for the benefit of these residents and provide them with facilities as much as its means allow.”

The Secretary -General said that none of that is happening today. There is no possibility to introduce any humanitarian supplies to Gaza, and at the same time, it accumulates at the transit points of food, medicines and shelters, and the vital equipment remains stuck there. International humanitarian law also provides for a commitment to respect for humanitarian relief employees.

Guterres pointed out that the United Nations agencies and their partners are ready and determined to fulfill their obligations, but the Israeli authorities recently came out with “licensing mechanisms” to deliver aid that would tighten the control of aid and accompany them harshly until the last calories and another delicate atom.

Guterres stressed: We will not participate in any arrangements that do not fully respect humanitarian principles: that is, the principles of humanity, integrity, independence and neutrality, and the way for the delivery of humanitarian aid should be made without obstacles, and workers in providing humanitarian assistance must be granted protection guaranteed to them under international law, and the sanctity of the United Nations buildings and their origins must be stripped.

He said that we must adhere to our basic principles, as the member states of the United Nations must adhere to the obligations that international law casts themselves, and justice and accountability must take their course when it does not adhere to these obligations.

Guterres stressed that the current situation is on a dead end – in an unacceptable state of international law and history record. The matter will only get worse in light of the possibility of the occupied West Bank to another Gaza.

Guterres said that it was time to end the stripping of civilians from their humanity, to protect civilians, release the hostages, ensure that life -saving aid and renewal of the ceasefire.
