This comes as a high -level diplomatic source confirmed that the situation in Gaza is “catastrophic”; Where there are 2.2 million displaced Palestinian citizens, as well as the killing and injury of more than 150 thousand people, and the destruction of about 50 percent of hospitals; Where half of the sector’s hospitals were completely taken out of service, while the remaining hospitals are partially operating in a way that is not enough to meet the needs of the Palestinians, as well as the destruction of 88 percent of schools, either partial or completely, 68 percent of the agricultural lands are not valid for agriculture, and about 70 percent of the roads have become inaccurate for use.

The “Early Recovery, Reconstruction, and Gaza’s Development” plan – which was written by Egypt and approved by the Arab Summit held at the beginning of this month in Cairo and the Organization of Islamic Cooperation – is divided into three phases: the first stage “the stage of early recovery”, whose estimated cost reaches three billion dollars, and extends according to the Egyptian perception – which has become an Arab perception – to six months and includes the removal of the rubble, which has an estimated volume of about fifty million tons, Imagination is not only in its removal, but in its use in its recycling; And removal of non -explosive munitions.

Parallel during the first stage, tens of thousands of mobile homes will be entered in the form of caravans and tents, which will allow the accommodation of one million and 200 thousand Palestinians, in addition to repairing 60 thousand affected homes.

The second and third phase of the plan focuses on reconstruction, as the target during the second stage – is estimated for two years – to build 200 thousand permanent housing units and complete the removal of unexploded ammunition, and start the infrastructure process .. The target from the second and third stage is to build 460 thousand housing units (200 thousand in the second stage and 200 in the third in addition to 60 thousand units of affected homes) to accommodate two million and 700 thousand Palestinians.

At the same time, the infrastructure, including the establishment of a commercial seaport and another hunting port, will be repaired and fully repaired, hospitals, schools, health units, and the repair of about 20 thousand acres of agricultural lands.

The time plan for the reconstruction plan is five years, at a total cost of $ 53 billion, targeted by donor countries and financial institutions that will contribute to financing.

On the other hand, the Minister of Foreign Affairs will meet on the same day with Dr. Mohamed Ayman Ashour, Minister of Higher Education and Scientific Research, Dr. Mohamed Abdel Latif, Minister of Education and Technical Education, and Mohamed Gibran, Minister of Labor.
