On Wednesday, the Syrian presidency issued a decision to form the National Security Council. The Syrian presidency said in Presidential Resolution No. 5 of 2025: “Based on the powers granted to the President of the Syrian Arab Republic and based on the supreme national interest, and in order to enhance national security and respond to security and political challenges in the coming stage, the President decided to form the National Security Council headed by the President of the Republic.”

It stated that the National Security Council aims to coordinate and manage security and political policies.

The presidency clarified that the National Security Council meetings will be held periodically or at the invitation of the President of the Republic, and takes decisions related to national security and the challenges facing the state in consultation between members.
She pointed out that the tasks of the National Security Council and its mechanism are determined under the direction of the President of the Republic in line with the supreme national interest in a manner that ensures effective coordination between various agencies and institutions.
She stated that the council consists of the Minister of Foreign Affairs, the Minister of Defense, the Director of General Intelligence, and the Minister of Interior, in addition to two consulting seats that are appointed by the President of the Republic in accordance with efficiency and experience.
The Council also included a specialized technical seat that will be appointed by the President of the Republic to follow up on technical and scientific affairs related to the minutes of the session.
